Tech Trader has some more interesting insight on this calling the $8 billion just the down payment and starts throwing around some numbers on yearly cap ex which would be required to support wireless. It's not just 2X cash flow, it will be a colossus that they need to keep supporting.

Yeah the system needs to be fixed. North Americans are paying far too much for shoddy wireless services compared to the rest of the world. Google spectrum and free Android software poses a huge market challenge to the telcos and cellcos.
